Posted by Kelsey Wheatcroft - INDIANAPOLIS (NBC) - A new program was adopted that promised better customer service while saving the state of Indiana $2 million. It turns out the program may be failing to get some renewals out on time. Exact Target, hired by the Indiana BMV to launch a new email alert system for registration renewals, may have missed the mark for some customers prompting the BMV to send out paper notices, just days before their car stickers expired. BMV spokesman Dennis Rosebrough says, 'It's on the back of your car as to when your license is due. By law we're not required to do any of this notification, but we know that people have become accustomed to receiving some notification.' Under the $40,000 contract, the BMV and Exact Target acquired e-mail addresses from 1.3 million registered car owners and began sending alerts 45 days out, then 21 days out and a final reminder 14 days.
All of that work, only to discover drivers may not have received any of them. Instead, they went to spam folders as junk mail. Motorists are paying late fees, and some were even ticketed for driving with expired plates.
The BMV says there will be no refunds and direct motorists to this answer: renew online at its virtual license branch. Customers are finding issues online as well, as attempts to renew prompt a message of failure. The system says there is a problem with the expiration date. When asked what the problem is, the system says it's too busy. It could take two days to find out. A spokesperson says car owners can register online 24 hours a day. Once those payments are received, the BMV database automatically updates, so even with the five day turnaround to get your new sticker, police will be able to confirm the registration.
